The price can be determined by everyone's willingness. If people are willing to pay 100 USD for this thing, then it is worth 100 USD. How much a society is willing to spend to save a person's life is how much a person's life is worth.

If you ask a society's government how much it is willing to spend to save a person's life, you cannot get an answer. But if you ask how much a society's government is willing to spend to reduce the mortality rate of a problem, it becomes very simple.

Suppose a problem affects 1,000 people, and the government is willing to spend 100,000 USD to solve this problem, reducing the mortality rate by 1%. This represents the value of human life according to the government. That is to say, among 1,000 people, a 1% reduction in the mortality rate means 10 fewer deaths.
